William Clinton Harper (Bill). Preceded in death by his loving wife of 42 years, Charlene Harper. Devoted stepfather to Mark and Barbara Hess and Kathleen Neumaier. Loving grandfather to Chloe Hess, Hannah Hess, Noah Hess, Faith Hess, Gina Justice and Sara Neumaier. Great grandfather to Armanti Justice-Payne, Gage Neumaier and Brayden Neumaier. Also survived by three brothers, one sister and numerous nieces and nephews. Also preceded in death by his son, Rodney Harper. Passed away June 14^th, 2023, after long illness. A short grave-side service will be held at 10am on Wednesday, June 21^st at Crown Hill Memorial Park at 11825 Pippin Rd Cincinnati, OH 45231.
